A federal judge signaled he will issue a temporary restraining order barring the Trump administration from freezing federal loans and grants.

U.S. District Judge John McConnell Jr. said some aspects of the freeze ordered by the Office of Management and Budget likely violated the Constitution.

The Justice Department argued that the lawsuit by 22 states was moot because the Trump administration recently rescinded its spending memo. The judge disagreed.
