The European Union plans to allow countries to return people without the right to stay in the EU to so-called return hubs in third countries, as the rise of anti-immigration parties is pushing the bloc to take an increasingly tough stance.

The European Commission on Tuesday proposed that member countries be allowed to set up centres in non-EU countries where migrants whose asylum claims were rejected would await deportation. EU member countries struggle to ensure that asylum seekers whose claims are rejected leave their territories.
